The One Child Policy was established in China back in 1980. While there is an increasing amount of returning overseas Chinese, the implementation of the policy is still vague for overseas Chinese, due to policy differences among countries.
Starting this month in May, the Beijing government is implementing a new birth certificate “managing” method. It states that if one parent or both parents are overseas Chinese (they hold a Chinese passport), and their existing child (or children) is born overseas and is currently living abroad, the couple can apply for a birth certificate for another child to be born in China.
