On February 15, a new regulation was implemented that will have all public areas in Beijing kindergartens be under video surveillance at all times. This measure is not limited to just public kindergartens will also apply to any organization or institution that provides education services for 3-6 year olds.
More emphasis is now placed on improving the safety facilities in Kindergartens. Full video monitoring coverage is now required in public activity areas while emergency alarm devices are to be installed in key locations around the school. The security monitoring system should be managed by professional staff. The video record should be kept for 30 days and checked regularly to ensure nothing suspicious occurs.
Another measure was released on the same day that will evaluate the qualifications and development of teachers and staff in kindergartens throughout Beijing. The evaluation results will be classified as an A, B, C, or D grade.
The evaluation score of a kindergarten with 850 points and above (the rigid index for the full score and satisfaction of parents of 85% and above) will be awarded A class (excellent).
The qualifications of all kindergarten staff are now required. All teachers must have obtained their teaching certificates. Doctors and Nurses are required to have their respective medical practice certificates while health workers will require a minimum of a junior college education. All security personnel must have security qualifications, and the cooking staff must have food practitioners health certificates.
These regulations were announced by the Beijing Education Committee and the Education Supervision Office of the Beijing Municipal Peoples Government and will be on trial runs. The measure names are Beijing Kindergarten Quality Assessment Method and Beijing Kindergarten Quality Supervision and Evaluation Criteria.
